The Royal Decree 391/2019 was approved on June 21st, which enacts the national Technical Plan for Digital Terrestrial Television and regulates certain aspects for the release of the second digital dividend.

The purpose of this second dividend is to accommodate the fifth-generation mobile communications, better known as 5G.

What implications does this have for TV stations?

Currently, all the Digital Terrestrial Television stations are broadcasting between 470-790MHz, however, with the new provision the broadcast frequencies would be between 470-694MHz. This rearrangement of the radio electric space also requires the relocation of certain television multiplexes throughout the country. This reordering must be done before the 1st of June 2020.

At the same time, this Royal Decree requires that before the 1st of January 2023, all the Digital Terrestrial Television stations broadcast in high definition. The Royal Decree also foresees the future evolution to higher spectral efficiency technologies such as DVB-T2 and the use of advanced video formats such as H.265 (4K).
